The certificate-based registration process for Portal is a four step process.

n) SmartNote: Certificate Registration lets you use the Portal in new ways. It is not “simple” because 2-factor solutions are more secure than those systems that only use 1-factor. It is similar to using a bank card and a PIN number at an ATM. The security is for your protection and for others. It helps you to know who you are chatting with.

Registration Steps

  1. First register for a Citizen I.D. To do so, please go to Registration Tutorials – Citizen I.D.
  2. Once you have received a Citizen I.D., you can now request a Certificate I.D. by submitting a Comments/Questions form.
  3. Wait for approval.
  4. Install your personal digital certificate and complete registration.

Description of the Registration Process

i) SmartNote: You only have to register once and there are step-by-step instructions provided in the Registration Tutorials - Citizen I.D. section with on-line movies to watch! If you have an issue during registration, you can submit a Comments/Question form and a Portal Manager will respond.

We have prepared a tutorial movie that shows you how to install your certificate. It is available to be viewed online, or as a file that can be downloaded to your computer. The link to this file can be found in the paragraphs describing each step.

You will require the Adobe Flash Player to view the online versions.

The downloadable movies are executable (.exe) files. In order to play the movies, you will need to first save the tutorial file, and then double-click on the file to launch (execute) it. The files are also provided in an alternative download format at the bottom of this document.

Step 1 - Register for a Citizen I.D.

The first part of the registration process for a Certificate I.D. is to sign up for a Citizen I.D. To do this, please complete the steps outlined in the Registration Tutorials – Citizen I.D. section.

Step 2 - Request a Certificate I.D.

After you have received your Citizen I.D. you can now request a Certificate I.D. To make this request, submit a Comments/Questions form to ask for a Certificate I.D. This form will go to a Portal Manager for approval.

Step 3 - Wait for approval.

j) SmartNote: Your approval will not be immediate and you will be contacted to confirm your identity. An email will arrive with further instructions.

After you have submitted a request to be registered for a Certificate I.D., the IDMS Agent for the organization you choose will be contacted. They will examine your request, and will then authorize you to become a Registered Certificate User.

Once your certificate application has been approved, you will be sent an e-mail that will instruct you to proceed to Step 4.

Step 4 - Install your Portal Certificate.

k) SmartNote: Please go through each step. Please click “next” to advance each step. You are creating your on-line identity by registering.

The Portal has the ability to use what is called a "two-factor" authentication system. This higher level of security requires both a password (factor 1) and digital certificates (factor 2) in order to authenticate a user.

You have already created a password in Step 1 when you created your Citizen I.D. account. Step 4 will help you to install your personal digital certificate for use.

Steps

  1. You will get an email from “cweportal@windsor-essex.info” with “New cwe subscriber identity” in the subject line.
  2. Within the body of this email you will see a four digit Membership Code needed to install your certificate. Click on the link that begins with “https://cerebus.windsor-essex.info/IDMS...” to begin the process. You will need to open this link within an Internet Explorer browser window. Please make sure all other browser windows are closed.
  3. On the form that opens up, please enter your four digit Membership Code along with your shared secret (password). Click “Next”.
  4. Please Accept the policies after you have read and agreed to them. Click “Next”.
  5. A pop up will occur with the title “Potential Scripting Violation”. Click “Yes” to wanting to request the certificate.
  6. Another pop up will occur with the title “Creating a new RSA exchange key”. Make sure that your security level is set to “Medium”. If it is not, please click on the “Set Security Level” button within the pop up and set the security level to MEDIUM, not medium-high.
  7. Once your security level is set to medium, click “OK” within the “Creating a new RSA exchange key” pop up to continue.
  8. Click “OK” on the pop up that informs you that your Private Key has been created.
  9. A final pop up box will occur with the title “Potential Scripting Violation”. Click “Yes” to wanting the program to add the certificates now.

Once installed, you should be re-directed to the log in page of Portal and be set to go. Please note that if your Certificate I.D. does not show up in the drop down menu under CWE Portal Name after clicking the "Certificate Based Login" button, you may have to close and re-open your browser window before logging in for the first time.



  Changing Your Registration and Portal Settings

Self-Service

After becoming a Registered Certificate User, you can change some of the information you provided during registration. Namely, you can change the e-mail address that the registration system uses to communicate with you, and you can change your "Shared Secret". This is offered by a tool called "Self Service".

Note: Changing your email address here does not change your email address in Portal (see Portal Profile Changes).

Portal Profile Changes

As a Registered User of the Portal, you have a profile inside of Portal that stores certain settings that Portal uses for your account. These settings include your name that is displayed in Portal, and the e-mail address that Portal uses to send you e-mail. This e-mail address can be different than the one used by the registration system.

To make changes:

  1. Log into Portal.
  2. Click “Edit my profile” in top right hand corner of browser window.
  3. Make your edits.
  4. Save your changes by clicking the “OK” button.

Note: Changing your email address here does not change your email address in the registration system (see Self-Service).
